Locked Rate/Variable Rate Tuition Plans

All incoming undergraduate students (residents and non-residents) will have to select a tuition rate code in Howdy before being allowed to register for classes for the first time.

All incoming freshmen, beginning fall 2016, will have a choice of opting into either:

  • The four-year locked rate, which is a compounded four-year average based on the current Higher Ed. Price Index, or
  • The variable rate, which will adjust each year based on that year’s Higher Ed. Price Index

All transfer and re-admit students, beginning fall 2016, will have a choice of opting into:

  • The current four-year locked rate, which is a compounded four-year average based on the current Higher Ed. Price Index, or
  • The locked-rate that corresponds with the calculated remaining years since their first enrolled term after high school (possibly less per hour, but shorter duration before expiration), or
  • The variable rate, which will adjust each year based on that year’s Higher Ed. Price Index

Locked rates are guaranteed for a period of time based on their college and/or major:

  • All Engineering majors:  4.5 years from the time they first enter college after high school
  • Landscape Architecture:  5 years from the time they first enter college after high school
  • All Other Majors:  4 years from the time they first enter college after high school

Liberal Arts major paying in-state tuition registered for 12 hours:

Per Section 54.017 of the Texas Education Code, effective fall 2014, Texas A&M moved to a locked tuition rate for undergraduate resident students. Beginning fall 2016, incoming undergraduate students will no longer be automatically put into a locked-rate plan. There will be a new variable option, and all incoming students must choose one or the other before their first term of registration.

The locked plan is a compounded four-year average based on the current Higher Education Price Index, allowing for a per semester fixed rate of required tuition and fees for twelve consecutive full semesters, or four consecutive years, from the time of first enrollment in any institution of higher education after high school. After the expiration of four years, students will pay the current year's variable rates each term until completion.

The variable plan will adjust each year, based on that year’s Higher Education Price Index.

Non-Resident Students

House Bill 29 passed by the 83rd legislature on June 14, 2013 mandated that "public state colleges" offer a fixed tuition price plan. The intent of the legislature was to ensure that students who reside in the State of Texas are able to take advantage of a locked-in rate of tuition over the course of 4 years.

The State of Texas funds a portion of each resident student's tuition, and therefore governs how state institutions bill tuition for those students. The State, however, does not fund "non-resident" tuition, so mandates issued by the state for the fixed-rate tuition plan do not apply to non-resident students as mentioned by the above statute.

Non-resident students are charged two types of tuition, state tuition and non-resident tuition. The state portion of tuition is assessed at a locked rate over time, whereas the "non-resident" tuition will increase each year as designated by the Texas Higher Education Coordinating Board. Required fees and a portion of tuition will remain fixed over the course of 4 years for undergraduate non-resident students who choose the locked-rate tuition plan.
